About CSU

The RHAP – Co-ordination and Support Unit (CSU) is a sub-unit within the ASEAN Secretariat that fulfills the support and co-ordination functions for the RHAP implementation. The CSU was established in April 1999 by the Haze Technical Task Force (HTTF) and ASEAN Environment Ministers, and has three main functions:

  • Co-ordination, Planning and Programme Development
  • Information Management
  • RHAP Management and Support

The CSU is part of the Environment Division of the ASEAN Socio-Cultural Comunity Department of the ASEAN Secretariat. The CSU is also currently performing the interim functions of the ASEAN Coordinating Centre for Transboundary Haze Pollution Control, together with the ASEAN Specialised Meteorological Centre (ASMC).

Before CSU

The CSU was established following the completion of the ASEAN-ADB Regional Technical Assistance for Strengthening the Capacity of ASEAN to Prevent and Mitigate Transboundary Atmospheric Pollution (RETA 5778). During the project period, a Project Management Unit (PMU) was established within the ASEAN Secretariat for day-to-day administration and management of the technical assistance. The PMU was headed by the Director of Bureau of Functional Co-operation (it is now known as Bureau for Resources Development), assisted by a Project Manager and an international Senior Technical Advisor, supported by an Assistant Project Manager and support staff. The PMU also included a number of regional consultants. Most of the field operations under the RETA Project were concluded by the end of September 1999. The PMU’s functions were then handed over to the ASEAN Secretariat. Accordingly, the PMU was terminated and the CSU took over the co-ordination and support functions effective 1 October 1999. The period of transition started from April 1999 with PMU and CSU working side by side, and CSU progressively taking over more functions to phase out PMU by the end of September 1999.
